Everything Working OK?

Hello! I'm having trouble editing my avatar. I'm trying to get the file in but it says that the sizing isn't correct I resized and it still won't. the size is 68 pixels wide and 90 pixels tall it is 2.6 KB so it is under nine, I don't know what's wrong with it.
